PAKISTAN/USA: A Pakistani lady doctor remains missing with her three children five years after her arrest ISSUES: Disappearance; rape; violence against women; torture; right to liberty and security; arbitrary arrest and detention

Dear friends,
We have received information that Dr. Afia Siddiqui, was arrested along with her three children by a Pakistani intelligence agency in early 2003 and has been missing since then. American and Pakistani intelligence agencies confirmed that she had been arrested in connection with Al-Qaeda, the terrorist organization run by Osama Bin Laden. However, later both agencies denied that she had been arrested. Dr. Afia’s whereabouts remain unknown but it is suspected that she is being held in an American detention centre.
CASE DETAILS:
Dr. Afia Siddiqui left her mother’s house in Gulshan-e-Iqbal, Karachi, Sindh province, along with her three children, in a Metro-cab on March 30, 2003 to catch a flight for Rawalpindi, Punjab province, but never reached the airport. The press reports claimed that Dr. Afia had been picked-up by Pakistani intelligence agencies while on her way to the airport and initial reports suggested that she was handed over to the American Federal Bureau of Investigation (FBI). At the time of her arrest she was 30 years and the mother of three sons the oldest of which was four and the youngest only one month.
A few days later an American news channel, NBC, reported that Afia had been arrested in Pakistan on suspicion of facilitating money transfers for terror networks of Osama Bin Laden. The mother of the victim, Mrs. Ismat (who has since passed away) termed the NBC report absurd. She went on to say that Dr. Afia is a neurological scientist and has been living with her husband, Amjad, in the USA for several years.
On April 1, 2003, a small news item was published in an Urdu daily with reference to a press conference of the then Interior Minister Faisal Saleh Hayat. When questioned with regard to Dr. Afia’s arrest he denied that she had been arrested. This was followed by another Urdu daily article on April 2 regarding another press conference in which the same minister said Dr. Afia was connected to Al Qaeda and that she had not been arrested as she was absconding. He added: “You will be astonished to know about the activities of Dr. Afia” A Monthly English magazine of Karachi in a special coverage on Dr. Afia reported that one week after her disappearance, a plain clothed intelligence went to her mother’s house and warned her, “We know that you are connected to higher-ups but do not make an issue out of your daughter’s disappearance.” According to the report the mother was threatened her with ‘dire consequences’ if she made a fuss.
Whilst Dr. Afia’s whereabouts remain unknown, there are reports of a woman called ‘Prisoner 650′ is being detained in Afghanistan’s Bagram prison and that she has been tortured to the point where she has lost her mind. Britain’s Lord Nazeer Ahmed, (of the House of Lords), asked questions in the House about the condition of Prisoner 650 who, according to him is physically tortured and continuously raped by the officers at prison. Lord Nazeer has also submitted that Prisoner 650 has no separate toilet facilities and has to attend to her bathing and movements in full view of the other prisoners.
Also, on July 6, 2008 a British journalist, Yvonne Ridley, called for help for a Pakistani woman she believes has been held in isolation by the Americans in their Bagram detention centre in Afghanistan, for over four years. “I call her the ‘grey lady’ because she is almost a ghost, a spectre whose cries and screams continues to haunt those who heard her,” Ms Ridley said at a press conference.
Ms Ridley, who went to Pakistan to appeal for help, said the case came to her attention when she read the book, The Enemy Combatant, by a former Guantanamo detainee, Moazzam Begg. After being seized in February 2002 in Islamabad, Mr Begg was held in detention centres in Kandahar and Bagram for about a year before he was transferred to Guantanamo Bay. He recounted his experiences in the book after his release in 2005. Mr. Imran Khan, leader of Justice Party (T.I) suspects that prisoner 650 is the Dr. Afia Siddiqui and USA and Pakistani authorities are hiding facts of ‘Prisoner 650′.
To date, neither the American nor the Pakistani government have come out about the arrest and detention of Dr. Afia in either Bagram or Guantanamo Bay where suspected terrorists are held. On December 30, 2003 Dr. Fawzia Siddiqui, Dr. Afia’s elder sister met with Mr Faisal Saleh Hayat at Islamabad with Mr Ejazul Haq, MNA, regarding the whereabouts of Dr. Afiai. Mr Faisal told Dr. Fawzia and Mr Ejazul Haq that according to his information Dr. Afia Siddiqui had already been released and that she (Dr. Fawzia) should go home and wait for a phone call from her sister.
ADDITIONAL INFORMATION:
Dr. Afia Siddiqui, who studied at the Massachusetts Institute of Technology, US, for about 10 years and did her PhD in genetics, returned to Pakistan in 2002. Having failed to get a suitable job, she again visited the US on a valid visa in February 2003 to search for a job and to submit an application to the US immigration authorities. She moved there freely and came back to Karachi by the end of February 2003 after renting a post office box in her name in Maryland for the receipt of her mail. It has been claimed by the FBI (Newsweek International, June 23, 2003, issue) that the box was hired for one Mr Majid Khan, an alleged member of Al Qaeda residing in Baltimore.
Throughout March 2003 flashes of the particulars of Dr. Afia were telecast with her photo on American TV channels and radios painting her as a dangerous Al Qaeda person needed by the FBI for interrogation. On learning of the FBI campaign against her she went underground in Karachi and remained so till her kidnapping. The June 23, 2003, issue of Newsweek International was exclusively devoted to Al Qaeda. The core of the issue was an article “Al Qaeda’s Network in America”. The article has three photographs of so-called Al Qaeda members - Khalid Sheikh Mohammad, Dr. Afia Siddiqui and Ali S. Al Marri of Qatar who has studied in the US like Dr. Siddiqui and had long since returned to his homeland. In this article, which has been authored by eight journalists who had access to FBI records, the only charge leveled against Dr. Afia is that “she rented a post-office box to help a former resident of Baltimore named Majid Khan (alleged Al Qaeda suspect) to help establish his US identity.
SUGGESTED ACTION:
Please write to the relevant authorities listed below and request them to investigate immediately. Dr. Afia’s whereabouts must be confirmed and the safety of her children assured. Regardless of whether Dr. Afia is Prisoner 650 or not the fact is that she has been missing, along with her children for five years. The governments of the USA and Pakistan at first confirmed her arrest and then denied it. Both governments have a duty to report any information they might have on the matter.
Please be informed that the AHRC has also written separate letter to the Special Rapporteurs on the Question of Torture, Violence against Women and the UN Working Groups on Enforced or Involuntary Disappearances and on arbitrary detention calling for their intervention in this case.

The whereabouts of children is also unknown, which is a serious act of negligence on the part of the government with regard to its responsibility to protect the citizen of the Pakistan. According to the information I have received Dr. Afia was picked-up by Pakistani intelligence agencies while on her way to the airport and initial reports suggested that she was handed over to the American FBI. A few days later an American news channel, NBC, reported that Afia had been arrested in Pakistan on suspicion of facilitating money transfers for terror networks of Osama Bin Laden. But in another report the minister for interior said,”You will be astonished to know about the activities of Dr. Afia.” A weekly English magazine in its special coverage on Dr. Afia reported that after one week of the incident, an intelligence agency official, a motor cyclist in plain clothes, came to the house of her mother and warned “We know that you are connected to higher-ups but do not make an issue out of her daughter’s disappearance” and threatened her with dire consequences. After this development the whereabouts of Dr. Afia and her children are yet unknown. What is also of grave concern to me is that when she was arrested by Pakistani intelligence authorities she was handed over to American intelligence agencies without being tried in Pakistan, I do not find any rationale in sending her along with her children to other country when there are Pakistani laws to deal with the suspected terrorists. It is known that President Musharraf handed over 600 suspected terrorists to America. There are reports that in Afghanistan’s prison of Bagram there is a woman prison known as Prisoner 650 and that she has been severely tortured. It is also widely suspected that Prisoner 650 is Dr. Afia Siddiqui. This prisoner has reportedly lost her mind due to constant rape and ill treatment. I remind you that this is the duty of coalition government under Prime Minister Mr. Yousaf Raza Gillani to probe cases of those Pakistani suspected terrorists who have been handed over to foreign forces in the name of war on terror. The government should also inform Pakistani citizens about the whereabouts of Dr. Afia Siddiqui and her children. I also demand that government should also ensure the safety of her children. at last Dr. Aafia has been surfaced. Thanks God she is alive and she has been taken to USA. Although there is no hope for any justice from Americans but at least she may be able to tell her story to the world. it is a shame for us Pakistanis that she was in custody for the last 5 years and no body raised a voice not even the champions of human right and those who were leading the movement of Mukhtiaran mai and other ladies. Dr. Aafia was also a woman and mother of 3 children. we still don’t know the fate of her children. Just because she was in custody of those whose funds they are utilizing and they are their “mai baaps”, no one dared to raise a voice for Dr. Aafia. one more reason for to be ashamed for us Pakistanis is that she was picked up by our own people and was handed over to the Americans and might have received thousands or millions of dollars in lieu of her. However now is the time to do some thing for her. Our peoples’ Govt should take steps to bring her home safely and make arrangements for her treatment. Also try to recover her children from Americans or Afghans if at all they are still alive

Ways to help Dr. Afia Siddiqui:
Please read this advice from an “American trained Chief Stategy Officer”:
If you guys want to help her here is some free advice from an American trained chief strategy officer
1. The campaign to help her should not focus on whether Aafia is guilty or not but on the fact that she has not been treated humanely.
2. There should be a centralized place (can be face book) where the facts are separated from the rumors – the facts must be defensible and the sources very credible. There should be a few moderators whogo in and manage this exercise
3. Everyone who wants to get involved has to be told look if your serious do at least four things. Otherwise your concern is great but know that all your doing is verbal extravagance which won’t help Aafia.
a. Write to at least one of the influential papers in your region (letter to the editor)
b. Write an email or call the major columnists in the paper and ask them to write about Aafia. Point them to preselected spokespersons who are credible and can give them facts (see 5c below)
c. Call the local TV stations and ask why are they not covering Aafia’s case – is it right to treat a woman like this no matter if she is guilty or not?. Point them to the pre selected spokespersons who can give them facts (see 5c below)
d. Write to your congressman or legislator asking him why is he not making an statements about this. Point them to the preselected spokespersons who can give them facts (see 5c below)4.
e. print t-shirts and posters that volunteers will put around town
5. Finally, emphasize the following points:
a. There are two aspects to this campaign:
i. Mobilizing the Muslim population to do something
ii. Mobilizing public opinion in the west
b. For the first aspect anyone can help
c. For the second aspect, the media war is western media targeted so everyone who is selected as the spokesperson and what you say has to cater to that audience. This means that:
i. The activists who will be most credible will be the ones that look western and speak like a western
ii. The arguments have to be structured on facts and logic and not on emotion. Please don’t speak if you cant pull yourself together. You’ll look like a radical and you’ll hurt the cause more than help it.
iii. Please do not quote the Quran – it has no special meaning if you are not a Muslim – the Israelis are masters at manipulating the western media for their purpose. All their spokespersons look like western individuals. They never put a rabbi in the front. They never quote from the torah.

I am sure if we follow the steps, it would pressurize the Americans to release her or at least she would get access to the legal system, which she was earlier denied.

It is very good to know that you feel for your sister Aafia and want to help her.
Here is how you all can help;
1. Donate your money, your free services to her lawyer Elaine and her family. Free services such as providng them accomodation in NYC and transportation with NYC when they are here for Aafia’s case, providing them free phone, internet and secretarial services and so on.
2. Gather all the facts regarding Aafia’s case and compile them in chornological order with dates and sources of those facts. This information will be very helpful for creating awareness in Western Media.
3. Write letters to your congress men, to your senators, to your local newspaper , to your local TV and Radio station.
4. Spread the word in Muslim and Pakistani commuinty. For spreading the word correctly you all need to educate yourselves on her case. That can be done using the internet.
If you are not prepared to do any thing of practical help for Aafia, then kindly do not make a show of wanting to help her. She needs help NOW! And in Practical ways! She does not need our mere lip service.

when i was reading dr afia’s story..there was tear in my eyes…if i put myself in her shoes….it seems like endless pain…that poor laday spend 5 years in jail not knowing where her children are?with endless torture…she belongs to such a relegious family..n was raped by amarican soldiers….i really dont know what to say…but i request everybody to support afiya n her family in every possible way.And this is a start there are many families in pakistan still searching there love one’s.we need to support them as well.

Tears of shame and sorrow welled up in my eyes…….what a disastrous episode. ISLAMABAD: After passing five years in detention, reportedly at the Bagram Airbase in Afghanistan, the ill-fated Pakistani woman, Dr Aafia Siddiqui, would be again subjected to continuous humiliation at the Metropolitan Detention Centre (MDC) in Brooklyn, New York, in the name of ’strip search’.
According to the attorney of the detained Pakistani doctor, strip checking amounts to searching the body of a naked prisoner so as to check that the prisoner has not hidden anything in his or her body.
Though the American government has allowed two attorneys of Dr Aafia Siddiqui to meet her in the detention centre, the authorities are stressing for her strip search every time she would meet her attorneys, Pakistani diplomats or her family members as and when allowed.
A letter written by Dr Aafia’s counsel, Elaine Whitfield Sharp, on behalf of the detained Pakistani woman, to Husain Haqqani, the Ambassador of Pakistan to the US, reveals that the Americans have stressed the need for strip search of Dr Aafia every time she would meet some one but the Muslim lady from Pakistan has refused to undergo such humiliation.
Dr Aafia’s counsel wrote to Husain Haqqani that, “I write to you on behalf of Aafia Siddiqui, PhD, a 36-year-old Muslim woman and Pakistani citizen, who is in pre-trial detention at the Metropolitan Detention Center (MDC) in Brooklyn, New York. Dr Siddiqui is not allowed by the Federal Bureau of Prisons (BoP) to have contact visits, that is, she is not allowed to come into physical contact with anyone.”
“Despite this, the BoP and staff at the MDC are insisting that Dr Siddiqui endure the humiliation of a so-called ’strip search’ each and every time one of her lawyers come to visit her for purposes of defending her in the United States District Court on criminal charges.”
The lawyer described the strip search: “The inmate is required to be stripped naked and checked to find he/she is not hiding anything on his/her body.” “I think you will agree that this type of strip search is not only humiliating and degrading but is also offensive to a woman who is a devout Muslim, as is Dr Siddiqui.”
The counsel on behalf of the detained doctor wrote, “Because it is so offensive, Dr Siddiqui is now refusing to undergo this ‘procedure’ and because she will no longer consent, she is now forbidden from having a contact visit with her attorneys.”
Elaine Whitfield mentioned that on August 8, Gideon Oliver, Esquire, who is working with Attorney Elizabeth Fink, and she herself, went to the detention centre to visit Dr Aafia but could not gain access to their client for an attorney-client visit. “In addition, neither you (Husain Haqqani) nor any representative of the Pakistani government will be permitted to visit Dr Siddiqui to perform your diplomatic duties so long as she will not consent to a strip search.”
The lawyer suggested to the ambassador: “I write to you to implore that you demand, in the strongest terms, that the United States government Bureau of Prisons and Metropolitan Detention Centre employees cease and desist the practice of strip searching Dr Siddiqui which, in her case, is totally unnecessary because she is not allowed to have contact visits with her attorneys, or anyone else, anyway. Dr Siddiqui has been through a horrendous time and this is adding to the colossal emotional distress already inflicted on her by the United States in Afghanistan for five years and in Pakistan when she was abducted in 2003.”

Defense lawyer, Elizabeth Fink, said U.S. authorities repeatedly cite her background in neuroscience to make it seem she might have expertise in mixing chemicals, knowledge necessary for making bombs. She said Siddiqui was actually studying cognitive science with a focus on teacher training and had hoped to return to Pakistan to teach.
This recent finding further explains US government plot against innocent women and uncover there crimes against humanity.
Furthermore her lawyer Elizabeth Fink also stated Public campaign would be launched for her release, and added post cards would be sent to US government at first step.

ISLAMABAD: Afghanistan government handed over custody of Dr. Aafia’s son Muhammad Ahmed to Pakistani authorities in Kabul on Monday.
According to foreign ministry sources, officials of Pakistan and Afghanistan met today in Kabul after which Afghanistan’s interior ministry official Daud Panj Sheri handed over Muhmmad Ahmed to Pakistani ambassador Asif Durrani.
It may be mentioned here that US officials claimed to have arrested Dr. Aafia and her three children from Ghazni in 2003. One of the three children had already died while there was no information about her daughter whether she would be handed over to Pakistani official or not.
It is expected that Muhammad Ahmed will be sent to Pakistan by the first available flight.

The suffering of Dr Afia finally bring a positive change for the other prisoners at Bagram Air Base however it does not ease the situation of Dr Afia herself (see news below). I strongly appeal all the relatives and family members of prisoners in Bagram Air Base that “Please try to get the story of Dr. Afia out of the prison through your relatives and tell the world the truth”. This can really help improving Dr. Afia situation and help in her immediate release and recovery of her 1 month old daughter (should be 5 years old now if still alive) and 2 years old son (should be 7 years old if still alive however according to sources he is already martyred, check my message posted above). This will also help in safe return of other prisoners as well.

BAGRAM: Prisoners held by the United States at the Bagram Air Base in Afghanistan will be able to meet their families face-to-face for the first time under a deal with US forces.
The Red Cross emphasized how important this step was, both for the relatives and for their families.
The organization said each inmate will regularly be given an hour of visitation time with their families.

Dear All,
Just want to add that to the best of my knowledge the case of custody of other children (other then 11 yrs old boy) is also in US court. I question here is how did the other 2 children end up in US. The answer is simple when US bought Dr Afia in 2003 from Pakistan they were with her that how. This is another proof that Dr Afia is in US custody since 2003 in which she has been subjected to torture and brutality. The point here is US is still denying that Dr/Sister Afia is in US custody since 2003 and and US claims that they arrested her on 17th July 2008 and does not know where about of her children is totally baseless. If the facts are so clear then why she is not given justice yet. Because justice is not in the US policy of war for spreading terrorism.
May Allah help Dr Afia and her children and her family in these difficult times and hopefully soon we all hear the good news of her release and recovery from poor health..Ameeeen!!!!!
Also one more point we need to post as many positive feedback as possible in order to reduce the percentage of negative comments to almost negligible. A positive comment can simply be that I agreed to certain comment etc…

WASHINGTON: Paksitan ambassador to US, Hussain Haqqani has demanded that US should immediately hand over Dr. Aafia Siddiqui to Pakistan.
Earlier, US State department apprised Pakistan embassy that Dr. Siddiqui has been moved to Texas from New York for psychiatric evaluation on court’s orders. Members of Foreign Affairs Committee of Pakistan’s Senate will not be able to see Dr. Siddiqui in New York now, statement said.
Meanwhile, Pakistan’s envoy demanded of US government to hand over Dr. Siddiqui to Paksitan. He said there are better facilities of psychiatric evaluation and treatment in Pakistan.
Earlier, Dr. Aafia’s lawyer pleaded that she should not be sent to Texas where she could undergo psychiatric examination only, adding Siddiqui required medical treatment as well.

The positive aspect of this news is Pakistani government has shown at least a bit of support to Dr Afia.
The negative aspect is in my opinion depriving someone from medical treatment who has been shot is human rights violation. Shame on all the human and women rights groups.

Allegations regarding Al-Qaida are baseless:
Dr Aafia
TEXAS: Dr Aafia Siddiqui said that the allegations she was charged with were baseless and she has no relations with Al-Qaida.
She said this during a meeting with a four-member delegation of Pakistan senators at an institute of psychological diseases in Texas.
It may be recalled that Dr Aafia has been shifted to the institute of psychological diseases for medical checkup on the order of the court.
Senator Mushahid Hussain Syed led the delegation of the Pakistan senators and the meeting lasted two-and-half-an-hour.
Dr.Aafia’s health was better during the meeting and she was looking happy.
She thanked Pakistan delegation and the government for this meeting.
Mushahid Hussain Syed along with his delegation will hold a press conference regarding the meeting with Dr Aafia today at 12 pm according to New York time.

This line has several dimensions
1. The Pakistani government’s acceptance that they sold her to US five years ago along with her childrens. Hence US cant deny it anymore. Furthermore it disproves US story regarding arresting her on 17th July 2008.
2. If this disproves US story regarding arresting her on 17th July 2008 then its a clear indication that FBI has made false accusation against her to hide there crimes and brutality.
3. This further leads to the point that muslim world particularly Pakistan should also demand prosecution of Pakistani intelligence, ex-government, FBI, and other officers at Bigram.
4. This is also a point of extreme shame for the current civilized world specially for most of the human and women rights groups including MIT’s women society who was contacted to raise voice against this inhuman and brutal act by US government by they failed to do so. I think you need to open your eyes and do some research to find the reality (check some references below).
Since 2001 to 2006 only the number of death due to this war on terror in US are 2819 whereas the number of death in the rest of the world is much above 72,265 according some report only the civilian death toll in Iraq is over 1 million. This amount of civilian losses in the world excluding US is expected to be doubled during the last few years whereas the amount stays the same for US (which is at least good for innocent American civilian). The major chunk of this loss of innocent civilian lives is due to bombardment by USA and not due to other causes.
There are enough evidences which proves that 9/11 was a conspiracy and not a terror attach. The purpose behind was to get reason to attack other countries and to capture there resources.
There is enough research done so far that uncovers these bitter facts.
I would recommend you to read some of such research done by oxford university press and some other organizations mainly US based organization.

In you comment you raised 3 issues whereas my reply only answers the one related to 9/11
Regarding the issue of Dr Afia I will restate the same line which was stated by Senator Mushaid Hussain that “US failed to prove anything against Dr Afia during last 5 years of torture” this alone proves her innocence.
Regarding the issue of Marriot hotel the truth is still unknown and may not be know at all however in my opinion it is the work of intelligence organizations. This opinion is based on similar previous occasions e.g. the bombing at the intelligence building in Pakistan which happened when ex president was about to step down. The major goal achieved with that bombing was all the evidences against ex-president were destroyed. Furthermore, same day another blast occurred in house which was temporarily acquired by intelligence and it was not know to anyone other then people inside the intelligence organizations. Let us assume that it was done by so called Taliban’s or there friends in such a case I would direct you to read the true definition of Taliban given in [1]. 1. In defence of your little terrorist bitch you have pointed out the flawed american policy towards Iraq. I do not see any chapter on your sight that agitates against the US atrocities against the Iraqi people or the killing of Sadam Hussain or his sons and they were not even accused of 9/11. The missing five years form the core of the Siddiqui drama. If she cannot tell about those years or is unwilling to, either, someone else knows where she has been.
Had she been in American custody at Bagram AFB, as legend goes, she would say or as much would have been leaked, either calling in a full investigation of the military by the press–another Gitmo, perhaps; had she been kept elsewhere, or kept herself elsewhere, and the possibility for that is great, greater even then the Bagram story, than it would be Pakistan’s or Afghanistan’s own people keeping quiet, perhaps for purpose, perhaps for fear.

The question that I tried to raise in my last comment was “Who is the real terrorist?” which is still unanswered and this case is all about trying to get the answer to some extent.
I never tried to justified that attacking and killing any citizens of any country is correct. In fact I strongly oppose killing of any citizens of any part of the world. In this regards I would add that any kind of war results in suffering of civilians.
